Six buffalo titles at Pennsylvania casinos
The buffalo list for PA online slots is shorter than New Jersey’s and longer than West Virginia’s. Six titles have regulated evidence for the state, and BetMGM is the brand that carries most of them. For PA online slots outside BetMGM, the evidence thins out quickly.
Aristocrat supplies three. Buffalo Gold Max Power arrived online in the US in December 2024, and BetMGM’s review names Pennsylvania among its states. Buffalo Chief appears in the same group, with BetMGM’s review listing Pennsylvania next to New Jersey, Michigan and West Virginia. Buffalo Triple Power has a Pennsylvania play button on BetMGM’s game page and carries three fixed jackpots in its Buffalo Rising feature, the top one at 2,500x.
Buffalo King Megaways from Pragmatic Play is the title with the clearest operator list for the state. A third-party tracker names Caesars, BetMGM and Borgata as its Pennsylvania carriers. Its provider build sits at 96.52%, with a 94.51% version also in circulation, so the info screen inside each lobby shows which one applies.
The game itself is built for high volatility, rated 5 of 5 by Bigwinboard. It runs up to 200,704 ways across six reels and a horizontal top reel, and in free spins its wilds carry multipliers of 2x, 3x or 5x that add up across a tumble sequence. Four, five or six scatters start the round with 12, 17 or 22 free spins. Two extras sit next to the spin button: an Ante Bet that adds 25% to the stake to double the chance of free spins, and a feature buy at 100x the bet, which depends on the jurisdiction and the operator. The tracker reports US operators capping the maximum bet at $100 to $200 in Pennsylvania, New Jersey and Michigan.
Almighty Buffalo Megaways is the lower-stakes alternative, with FanDuel listing it from $0.10 to $10 a spin and an increasing multiplier that grows by one after every cascade in free spins.
Almighty Buffalo Megaways has a White Hat Studios page naming Pennsylvania as a region. Thundering Buffalo, the High 5 Games title with 720 ways, is confirmed at BetMGM in the state.
What is missing matters too. The original Buffalo and Buffalo Gold Revolution are confirmed only in New Jersey, and Playtech’s Buffalo Blitz only in Michigan. The bet365 games list for Pennsylvania shows Buffalo Blitz 2 and a Reloaded edition of Almighty Buffalo Megaways in search results, but neither is one of the six titles above.
How Pennsylvania licenses online casinos
The Pennsylvania Gaming Control Board (PGCB) describes the model in one line. Online gambling is regulated under a local licensing-at-the-point-of-consumption regime, with online licenses attached to land-based licenses.
In practice that creates two layers. The certificate holder is a licensed land casino, such as Parx, Rivers Casino Philadelphia or Wind Creek Bethlehem. The operator is the platform that runs the site on the casino’s behalf. One certificate can carry several brands: Hollywood Casino at Penn National Race Course stands behind five, from BetMGM to theScore Bet, and Harrah’s Philadelphia behind four Caesars Digital brands.
The PGCB’s Interactive Gaming Operators page lists about two dozen casino brands, and its Online Operator Master List, last updated on December 20, 2024, matches them to certificate holders. The list keeps some history. PlaySugarHouse still appears next to BetRivers, both run by Rush Street Interactive under the Rivers Casino Philadelphia certificate, and Monopoly Casino is listed without a certificate holder named on the page.
Age, location and account checks
Pennsylvania sets 21 as the minimum age for online casino play. The site verifies age and identity at sign-up before it accepts a deposit.
The device then has to be inside Pennsylvania. Geolocation software checks it before real-money play, and a phone that has crossed the Delaware River into New Jersey or the state line into Ohio is refused. Players visiting from other states can open an account and play while they are in Pennsylvania.
Confirming a Pennsylvania license
The PGCB page is the reference. A brand that is missing from it holds no Pennsylvania certificate, whatever its marketing says.
The address on screen should match the list. Licensed brands often carry the state in their address, such as casino.pa.betmgm.com, pa.betrivers.com or pa.betparx.com, and Stardust uses a path that names Valley Forge. The bet365 site for Pennsylvania even carries its certificate holder in the address, as a partner code for Presque Isle Downs. The licensee column adds a second test: every brand should trace back to a Pennsylvania casino that holds the certificate.
Pennsylvania’s advertising rules also forbid ads that leave out conditions or limiting factors. A bonus promoted without its terms, wagering or eligibility does not meet the state standard.
Help, self-exclusion and the PA warning
Pennsylvania writes its warning text into its regulations. The approved wording reads “IF YOU OR SOMEONE YOU KNOW HAS A GAMBLING PROBLEM, HELP IS AVAILABLE, CALL 1-800-GAMBLER”, and the short form is “Gambling Problem? Call 1-800-GAMBLER.” Licensed sites and their advertising carry one of the two.
A second number is specific to the state. The Office of Compulsive & Problem Gambling runs a helpline at 717-346-8300. Bonus offers shown to Pennsylvania players add a short line of their own: “21+ PA players only. T&Cs apply. IF YOU OR SOMEONE YOU KNOW HAS A GAMBLING PROBLEM, HELP IS AVAILABLE, CALL 1-800-GAMBLER.” It sits under each offer together with the operator’s own short terms and a link to the full conditions.
The PGCB operates a self-exclusion program that covers online casino play. A player who enrolls is barred from every licensed Pennsylvania site for the period chosen at enrollment, and the sites must refuse the account during it. Short of exclusion, Pennsylvania players can set their own restrictions for a given period inside the account, such as deposit or time limits. The responsible gambling page explains how the two tools differ.
Lottery games sit outside the PGCB. Pennsylvania’s iLottery is overseen by the Department of Revenue, so a lottery account and a casino account answer to different agencies even when both are opened from the same phone.
Pennsylvania questions
Which casinos stand behind the most online brands in Pennsylvania?
Hollywood Casino at Penn National Race Course and Harrah's Philadelphia. Penn National's certificate covers BetMGM, DraftKings, Fanatics, Hollywood Casino Online and theScore Bet. Harrah's Philadelphia covers Caesars Palace Online, Caesars Sportsbook & Casino, Horseshoe and Tropicana. Valley Forge Casino Resort comes close, with FanDuel, Stardust and Resorts listed under it.
Is the original Buffalo slot available in Pennsylvania?
It is not confirmed yet. The MGM press release for the game's first online launch in September 2023 named Pennsylvania as a planned state, but the evidence found since then confirms New Jersey only. Players in Pennsylvania can find Buffalo Chief and Buffalo Gold Max Power, two later titles from Aristocrat's Buffalo series, at BetMGM.
What does the PGCB require a promotion's terms to say?
Operators file a promotion's terms with the PGCB at least five days before it runs. The terms have to cover what is offered, the dates, who is eligible, the wagering requirements by game type, eligible games, withdrawal restrictions and cancellation rules, and they must carry the statement "If you or someone you know has a gambling problem, help is available. Call 1-800-GAMBLER."
Can a New Jersey account be used to play PA online slots?
Only from inside Pennsylvania, and only on the Pennsylvania version of the site. Each state approves its own version of a brand's site and lobby, so a player arriving from New Jersey has to pass the Pennsylvania site's identity and location checks, and the games on offer are the ones approved for Pennsylvania. A title confirmed in New Jersey may be missing from the Pennsylvania lobby.
